Honest(l)y in a Jam

I am sure many would have gone through traffic snarls, wherever, in the world.  The change would only be in the magnitude of the difficulty faced in extricating from the clutter.
However, nobody would have experience traffic jams in Hyderabad.  Yeah! i know Bangalore is supposed to take the cake in this too. However, we are No2 down south and we Try Harder.
Where Hyderabad scores is the ability to create a traffic jam in an otherwise fast moving location- away from Business districts and commercial hubs.
Come rain or shine, we are sure to be stuck in a jam ensuring that blood pressures and temperatures shot up through the roof - a blow here or there is par for the course.  And, if you are in an hurry to get to someplace and are praying to God, even he would have thrown up his hands. 
I had the misfortune today of gettin caught in such a situation today. What could have been avoided with a little patience and consideration was unnecessarily prolonged.  Is this because we do not ensure that people are adequately qualified-understand the rules of the road, courtesy to co-commuters-before we issue licences for driving, as this seems to be one of the major reasons for the high number of road accidents- AP tops the list.
Instead we have a ridiculous rule which ensure punitive road tax if you purchase a 2 nd vehicle, whilst owning the 1st vehicle.  I would imagine, it would be more prudent to ensure that vehicles are sold only on proffering a valid driving licence and only in the name of the licence holder.
This brings to mind, how many of us have received our licences in the legal manner after honestly going through all the tests conducted by the RTA.  It all depends on what we perceive as honesty.
